Competencies for Managers of Volunteers

In collaboration with Larry Ullian at the Muskie School of Public Service at the University of Southern Maine, Anne Schink created Competencies for Managers of Volunteers.

Building on the previous work of the U.S. Office of Personnel and other competency based models, they identified four major categories of competencies required of an effective manager of volunteers. They include Managing Self (Traits and Characteristics/ Core Competencies), Managing People (Human Resources and Supervision), Managing Projects (Management and Operations), and Leading Organizations (Leadership).

They then developed a Novice to Expert Continuum to track progress from a novice who knows the basic principles and vocabulary, to a manager who can adapt existing models to fit the unique needs of a particular project, to the expert who can apply skills, knowledge, and experience to a range of activities across all those domains.

These competencies provide a framework for describing the work of a typical manager of volunteers as well as a self-assessment tool for developing a self-directed professional development plan.
